«Asociaţia Amicii Rozelor din România a luat fiinţă în decembrie 1990 la iniţiativa dl. dr.ing. Stefan WAGNER, în municipiul Cluj-Napoca. La şedinţa de constituire a fost adoptat Statutul în care sunt stipulate caracterul asociaţiei şi scopurile urmărite de aceasta. Astfel, se spune că asociaţia are un caracter civil şi non-profit, este apolitic şi nu face discriminare, în funcţie de profesiunea, sexul, etnia sau religia membrilor săi. Pot deveni membri ai asociaţiei toate persoanele care iubesc trandafirii, recunosc Statutul, plătesc cotizaţia în mod regulat şi participă - numai dacă vor - la activităţile organizate.»
