Descripción: «The International Society of Bioethics (SIBI) was founded in 1996 at the proposal of the Asturian medical doctor Marcelo Palacios, former member of the Spanish Parliament (1982-1996) and member of the Parliamentary Assembly of the Council of Europe (1986-1996). It was also in 1996 that the Council of Europe, at the request of its rapporteur and after approval of the Council's President and its Secretary General, decided to open for signature in Oviedo (Asturias) its Convention for the Protection of Human Rights and Dignity of the Human Being with Regard to the Application of Biology and Medicine, also known as the Bioethics Convention of Asturias - which finally took place on 4 April 1997.»
