«The journal encourages manuscripts which present methodologically detailed scientific research findings from original data collection or analysis of existing databases. It also encourages thoughtful, even provocative, commentaries on subjects ranging from research methods to public policies. Purely descriptive surveys are not encouraged, though survey data can form a good basis for approaches to program planning and evaluation. This type of report is especially welcome when it comes from an economically developing nation.»
